Most cyber protection competitor uses a static algorithm. CipherGovrotates across multiple cryptographic families (ML-DSA, Ed25519, RSA-PSS, SHA-3, BLAKE3) using a deterministic but unpredictable selection protocol: selection_hash = SHA-256(agent_id || timestamp || platform_caps || policy_req) → algorithm_index.
